Laziness is definitely a factor along with unwillingness to go out of your comfort zone.
Very timid and socially awkward people generally don't take much initiative, barely go out of their way to socialize for the purpose of being around women and meet women. And the longer they wait, the worse it gets since they are lagging behind and lack experience relative to their peers.
A lot of the times it's also high standards and too much pride and stubbornness, or simply seeing little reason to try to get a woman he can actually get, because given his own looks and limitations that woman wouldn't exactly be an attractive woman he actually really wants.
