For many women, attraction is heavily instrumental. They don't primarily want you. They want the high that comes from being chosen by a high-value man, securing resources / status / connections through you, winning against other women, and feeling powerful by making a man break his own rules. When you say no, you're denying them all of that. So they push harder. Not because they love you, but because they want the win over you. They want power and control. A lot of attraction in modern high-status dating is transactional at its core. The man is a resource, a trophy, a status symbol, or a challenge. They don't like men for who they really are.
