1: larp as a hot girl with pics
2: follow a lot of randoms, given your pics, even though you are a complete stranger to them about 30% will follow back
3: unfollow all who did not follow back (there's loads of apps that let you see who doesn't follow back)
4: rinse and repeat
5: after you got enough followers you can change the pics and the name of the account to whatever you want
This method works really well, but if you're willing to spend money you can just buy followers, it's quicker that way

Just go to one old man and click on his followers list, you'll get a list of people that are likely to follow back
