I don't think he was using the bombing as an action of change, more of as a megaphone.

Also, I believe the manifesto was more of an guide for the next civilization if the collapse were to happen, thus people wouldn't make the same mistake. (This I believe to be deeply flawed too, as knowledge doesn't get fully destroyed (curiosity will push people again) -> more of cycle to be repeated)
