to actually develop the maxilla using this device you'd need a much stronger pull than some strings. It would be excruciatingly painful though.

It looks like it would pull on your teeth, that would be mental and ruin your occlusion. The inky sensible way to do this I can see is by installing TADs (Temporary anchorage devices) in both your jaws. If the device can then actually withstand significant force...

You should still just get jaw surgery
