it works as a gradient from east to west and viceversa, UTC0 would be london, the further west you go the lower the number is (utc-1, utc-2 etc...) and the further east you go the higher it gets (UTC+1, UTC+2 etc...).
In sydney its utc+10 in summer and utc+11 in winter, rn its 20:47 monday 6th of july, meanwhile in US central time where i am its 4:47 am monday 6th, this means 5 hours ago you were in monday 6th and i was in sunday 5th
rn in lets say paris its about 1PM, I assume this users from europe

yeah its because the earth goes around the sun so it cant cover 100% of it at once since the earth is round, so you have to wait for a planet rotation, one full rotation is a day
