You have to go and socialize, no one will come to you to initiate talking, I learned this the hard way, the most popular and social people are always the first to go and talk to other people in a new class, workplace, activity club, etc... Their extraversion makes it easy for other people to stick around them and form a clique very fast. If there are already cliques in your class, it's harder to become part of one, but not impossible.
You might also form a new clique from "loners" who aren't part of any group, but usually those people are mostly seen as losers if they don't fit anywhere.
