I’m so lost with hydrogen peroxide

i got hydrogen peroxide 9% concentration to whiten my teeth it’s liquid not gel . i tried using it as mouth wash and diluting it it hasn’t whitened my teeth.
i’m thinking of wetting a tissue with it and then keeping it on my teeth for an hour would that work?
