Then the average of the ratings you receive (ratings given from other users) determines your looks rating and then you could be ranked among users of your fellow sex and assigned a rough "league" accordingly.

Because everything would be done by rank ordering, a man with looks ranked 400,000 out of 2 million users (80th percentile) would be shown mostly to women around the same ranking percentile relative to other female users (and vice versa). Rerankings would happen all the time as people uploaded better pictures and as demographics changed, but I think that would be easy enough for a well-designed app to handle.
