As for your question, I noticed that too. He has striking oral commissures and ideal lip area (very striking), and majority of the time it's paired with a defined concave philtrum..
I initially thought it was flat, but after checking out his side profile, I think it's his weak philtral columns that make it seem so (on the frontal plane)

I think since his lips are so good, and his philtrum looks to be non-existent frontally. There's a massive juxtaposition, and they sit side by side.. so it highlights it even more so
