Depends on the agency. Usually they're prohibited from dating, but apparently some companies (I think JYPE, but I'm not sure) encourage dating other groups inside the agency (although this is probably reluctantly), so that way they don't date outside of the company and potentially make a bigger shitstorm for the them to cover up.
