Depends on the agency. Usually they're prohibited from dating, but apparently some companies (I think JYPE, but I'm not sure) encourage dating other groups inside the agency (although this is probably reluctantly), so that way they don't date outside of the company and potentially make a bigger shitstorm for the them to cover up.

Part of the appeal is that the idols are single, so in the back of their mind they think they stand a chance dating them (they need to take the blackpill).

There's also controversy if the idol dates someone the sasaengs don't approve of.

There was a German MTN who became obsessed with Naeyon from twice because she once said "I want a boyfriend" or something like that on a livestream, so he flew to Korea and started stalking her. There are countless examples of female fans breaking into boy groups changing rooms, living quarters, being poisoned, etc.
