The hadith you're referring to (decider of who goes to heaven and hell) has 2 interpretations, the first being that whoever hates imam ali (AS) will be among those in hell and those who love him will be in heaven, the second is that he literally will decide on judgement day who will go to heaven and hell but the overwhelming majority of shia scholars hold the belief that the first interpretation is correct.
