Impact of Mandibular Plane Length on Gonial Angle

I have seen good faces with gonial angle below the oral commissures. And I've seen worst looking with gonial angle below the oral commissures.
Is It because of the length of the mandibular plane?
In the first pic, Gonial angle is at Oral Commissures and in the second one gonial angle is below the oral Commissures
