I think that this would work, since if abortions and contraceptives were to be banned, instead of foids looking to find a good-looking person to fuck and have fun with (before eventually settling down with a nice ltn that will always love them), they'll only be looking for someone good enough to father their children. Yes, women are much lower IQ and retarded than men are, and are thus more selfish than we will ever be, but I do think that if this ban were to be taken into action, it'll sway a lot of women's minds. It'll be taught by parents to their children to only mess around with someone who is good enough to birth and raise their children. Thus, instead of finding the top 1% they'll be searching for anyone who has a great personality, rather than simply looks. Keep abortions and such and have the state enforce laws (key thing here: laws > state, state only enforced laws) that people must earn the right to reproduce legally (or else their children will not be legally recognized and thus treated as an illegal) - woukd require things like graduating high school with a certain gpa given mental and physical health is adequate, demonstrated capacity for responsibility by some program highly correlated to cultivating that (something like junior military practice, or idk) such that fuckups basically will have a hard time propagating.

Hard to define “poor parenting legally”, I would just force citizens to pass through filters that give them the right to reproduce based on whether they can pass them or not, filters you actually need to cultivate certain traits for.

Aka completion of high school diploma with a gpa of 2.5 or higher, completion of some program that requires capacities highly correlated with the minimum amount of conscientious/pfc development to be functional in a society, etc.
