It's called public tender. I think it's one of the few good things about the country, I know several people who stayed 30 years in the same position and retired earning ten times more than the average private sector employee. Public office is usually much lighter work, and you can only be fired for crimes or if you quit your job, basically.

You probably need connections or to pay a bribe to get one of these sweet jobs, it's the same thing in Romania - there are all sorts of useless public institutions, where they do nothing all day, but to get a job there you need the right connections.

But in Romania there is job stability? Here in Brazil, it is literally part of the constitution that it is almost impossible to be dismissed, it is called stability. And to get a public office with stability do you need to do a public tender and be approved or is it a nomination?
I know people with public office and most of them studied a lot, but in the past there were many frauds

The problem is that nowadays public tenders to hold a position with stability or tenure are extremely competitive, but yes, it is possible

I'm not sure, but back in the communist era everyone had jobs, and it was indeed very difficult to get fired.

I missed the part where that is a good thing
It's good for the low-T lazy people who can shit on you and not get fired (you must be low-T and very incompetent to desire "stability")
