In Puberty can eyebrows become denser and thicker along with getting lower set?

15M with pretty high set eyebrows. Eyebrows are highest in the front but widen towards the tail but become thinner. Some of those hairs reaches very low touching the top of the eyelid. Is this fixable?

Maybe, but why hope for puberty to do it when you can influence it through Minoxidil, Botox and Styling?

Will start minoxidil and styling. Not worried about density but mainly about how low set they would be.
