Infraorbitals projection

I saw someone post a picture at age 16 with recessed infraorbitals and very poor undereye support and 3 years later really strong under eye area I'm wondering is it true that projection can change between those ages and they can develop until your 21 or is that made up?

With orthodontics, yes, it depends on whether they put an expander in your palate or something similar to apply the necessary pressure to move the maxila and also move the infraorbital bones.

It doesn't happen by magic or because of testosterone flows during puberty. For changes to occur, it is necessary to use some kind of orthodontic appliance.

wouldn't a palate expander only widen maxilla and not bring it forward therefore infraorbitals also wouldn't move forward to enhance the projection?
