No she doesn’t. If a girl likes you, they will tell you unless you are either:
1. In a relationship (depends on the girl though)
2. In a busy setting like school or work
3. You are so unbeatably attractive that they are intimidated by you (applies to a large 0% of people on this site or in general)
4. You are in a foreign place or they are, and there’s no point making any direct moves. (Most of the time you make this up in your head, if you’re super attractive, a girl will approach you no matter what.)
