Technically yes as it's below average in the west. However, it is very easy to fraud to 5'10 (and even 5'11) at 5'9, which easily puts you out of the manlet zone.

Ideal frauding height, I’m typing this in my 0.5 inch lifts + 1 inch airforces that bring me to almost 5’11. Make sure u don’t get caught out in flat shoes tho

But also an average height man is basically "the king of manlets". So calling him a manlet is quite a bit accurate.
