Its for function. My teeth hit each other and I have a slight underbite its annoying af, My top lip is also slightly recessed so having it will make my lips fuller which is a plus.

Double jaw + genio and braces usually costs circa £20-25k in the U.K. so yes that sounds about right

They should touch each other, what I mean was they hit in a way there not supposed to.

I have basically a crossbite so its a mix between underbite which is slight and some of the teeth hitting but in a way they should not.
