Is 83 kgs still overweight for 5'8

I need to lose around 10 kgs more do u think ? I look worse than when i was 90 kg idk why my arms looks skinny my chest fat has shrinked but still there also i have under chin fat i look way ugly its like every good thing i do is just stopping / demotivating me but i will keep going till i get lean and look good
