Is a ''Hydrophilic Cleansing Oil'' the same as a ''Cleansing Oil''

I watched this video:



And then i searched up a Hydrophilic Cleansing Oil but it seems like it's the same thing as a normal Cleansing Oil but i don't fucking know if it actually is.

Does someone know this?
 
They don't strip the skin of as much natural oil, as it binds to water and rejects oil.
The opposite is hydrophobic, it avoids water and binds to oil.

I'm currently using micellar water to cleanse my skin but not make it too dry at the same time as this would only aggravate the problem.
It contains water, which cleans impurities and it contains oil, which hydrates, so I guess you can call it hydrophillic.
If you buy micellar water, remember to shake it before you use it, as you want both oil and water to try and mix, if you don't shake the bottle they will stay separated because of different densities.

Link doesn't work for some reason but I use micellar water from Garnier
