Is a jaw structure like this indicative of some chin recession?

Like is this indicative of any chin recession, or is it just soft tissues not being stretched and shit face shape that causes it mostly. Ofcourse chin projection can always stretch soft tissue a bit, but not that much right?

But don't focus on the face itself, just area under chin
