I think it could be both. A child could definitely have some neurological shit since birth. But I think it's much more common to inherent that through the way you're raised by your parents. Majority or murderers or rapists have had issues in their family, like abusing dad or something like that. Trauma and access to mass media is what creates sadists.

Both. Some are born, but many have been beat down by the cruel grasp of society, and only find one means to get vengeance.
