According to Islam, If they got another "chance" they would just repeat the same arrogance. So what keeps them there is themselves.
Fag and whore is a major sin, the punishment is finite. However Islamic states in the past punished it by death or another corporal punishment.

Allah is merciful to everyone just by giving them existence, yesterday i was reflecting about it, i mean, why we are here? We ain't neccesary, not just to Allah, but to the universe, and why the universe exists? It isn't neccesary too, sometimes i can't but just observe how modern day liberals try to push atheism when it just doesn't make any sense, at the end of they day we must go to the Sniper Analogy, let me explain

Let's say i'm a sniper, and i have to take permission from my boss to shoot, and he has to take permission to let me shoot, etc etc etc etc, then i will never shoot, that's why there must be an Uncaused Cause without any trace of doubt and in Islam this is clearly addressed, let alone ALL the signs, prophecies either by Muhammad (alayhi a salat wa salam) or the Old and New Testament about his coming, the corrections of belief (For example, Jews and Christians believe God rested after creating this universe, whereas Allah clarifies in the Qur'an that he doesn't need to rest, since he is All Powerful) long etc, only a Merciful Creator could have created us and gived us the chance of living a better life after death and Islam has no doubt the best description of that Creator, you could argue "But what about the suffering in the world?", and i will say to you "That doesn't make it any less Merciful", just the fact that we were nothing (just try to imagine you being nothing, seriously, it's almost impossible to think about, and this is just one argument of several against that question to be honest) into being something, Only an All Powerful Creator could have made that, and again Islam adresses that, not only that, a person could sin ALL his life and if he repents sincerely and rejects all what he has done and rejects going back to his ways, he would be forgiven about it and Allah Knows Best

He prohibited Homosexuality and prostitution, it is known that both of those things bring inmorality to a society and dishonor to women, even nowadays in the most degenerate places of the west people look somehow strange to homosexuals and prostitutes (i guess it's human instinct), did you know that there is a hadith (narration of sayings of the Prophet Muhammad) that Allah forgave a prostitute because there was a dog thirsting and she came out of her way to give him water? I personally believe that Homosexuality is the test for those people, like the poor is tested with that, and the rich is tested by his richness and how he will utilize it (it is pretty easy to fall into gambling, alcohol, women etc), etc, you can make a case for any human being of being tested, we muslims can't say "So and so will go to hell" because only Allah knows his heart, what were his desires, how much he resisted them, what were his circumstances etc etc etc, you could be the most blood thirsting person of the world by instinct but instead of killing a thousand you just killed one because you resisted a lot that desire, is not the same than being a 0 tolerant blood person but still you ordered a the killing of millions (by the way homosexuality be it natural or not which i still don't know, but i'm sure that a lot of people are enforced with it since a young age because maybe their father molested them and that kind of thing, i know people who are homosexuals but when they were young they hanged out with women, so i don't think we have the complete real picture about those people, every person is different, we don't know how much they are really into it not just from the outside but from the inside)

It depends with the disbelievers again, Allah is just with them and with everybody, never doubt Allah, Allah made opression prohibited for Himself to use (Dulm in arabic), if they knew about the message and realized how clean it is but they rejected it, and instead they decided to follow the bandwagon (social pressure), their desires instead of accepting a moral code, etc, then Allah Knows Best, but if they never knew about the message or they did it from someone who is a hater of Islam like the media and they didn't have the means to investigate, then again, Allah Knows Best, as muslims we can't say "So and so is in paradise" no matter how good he was to us, and same applies to hell no matter how bad he looked like, Allah is the One who created us and know us best, like for example, there is another hadith of people being deaf, or ignorant about Islam, etc, and in the Day of Judgement they will protest to Allah because of that, and Allah will give them a test there (in the hadith, it says that He will order them to enter Hell, and if they obey they will Go to paradise because they obeyed the Creator)

So don't worry about what Allah will do or not, Allah is more just than anyone, his Judgement is the best without any trace of doubt and He will not opress Insha Allah, just worry about yourself and be sincere with searching the truth without any cultural biases, desire biases etc

Because let's be real and honest, a person who search the truth doesn't care about if he likes it or not, a person who doesn't lie and is just with others even if it benefits him or not, who accepts truth even if truth doesn't fill with his desires, etc, that's a sincere person to my eyes, and Allah Knows Best
