I've been thinking about dying my hair blonde and getting blue contacts because I have fairly white skin (considering I'm Mediterranean)

Or I could just go with black hair, tan, and green eyes

You might stand out more but standing out doesn't necessarily mean that you'll look better.

blue contacts would be pointless if you already have green eyes lol and dying your hair blonde is fine if u rlly wanna do that but i doubt it would change ur smv if ur in the european part of mediterranean. if ur in north africa or west asia tho it could give u a jbw halo
