Skull and frame wont change where your eyes are set, point with height from side perspective it just appears for you to look smaller and broader frame slightly compensates that problem, you aren't seen as short is sense of small or weak but just of "shorter than him" type of thing. And big skull, meh, if you just have proportional big head that's good but if it's appears that way just because it's narrow or smth like that it's worse.
For example indian PM of UK, had face of 6'2 guy with 5'6 height and that looked funny and haven't helped his case

It's average in a lot of countries, and that's non frauded estimate, with the rise of height boosters especially among kids, in Europe 6'0 in the streets would be literally average

190 isn't very high height its literally 15-20% which is taller than average, 5%ish 6'5(195+) is considered "very tall" range

What is your argument, nba height is ultrafrauded, only sport that frauds it more is WWE. To know true height of every 2000ish players cut of 2-3 inches of their height, and there are a lot of players, even in current nba who are average height(kyle lowry, FVV). Not talking about couple of flukes (5'4 Mougsey Bogues) but literally couple years ago Isaiah Thomas, 5'8 guard averaged 30 and placed 4 in MVP voting

Yeah but an inch max, I would say 187+- is the best but for safness I'm still softmaxxing on this height
Basically big height usually is associated with different problems however is just "harder to maintain" type of thing, I'm sure medicine in 20 years will allow 6'4 ppl live absolutely fine without any risks associated with height

"Growth" I'm 99% sure no, but you can strech already existing growth, lurk site for a bit and see heightmaxxing for adults, if you are 5'11 rn, which I assume you are, it's possible you can make 6'0ish (not a promise, but it's a possibility)

5'11-6' definitely underrated, its not actually that much of a massive difference compared to 6'3. It just looks larger from your own pov since you're looking from your eye level

I don't think you do, it would be ultrarare at such age. Go check them firstly, even if they are open they are semi open and you maximum could squinch inch of height on some kind of light course
