i'm 16 (about to turn 17) 5'10.4" 133 pounds and i'm a framecel, will i grow out of it

most frame growth occurs between 13-16 1/2. If you were shorter then maybe you could grow more but at this point you are stuck with this frame for the rest of your life. Sorry to tell you.

You statistically probably have average clavicles you just have low muscle mass @130lbs.
