Both measure different things

25 BMI at 12% bf is ideal

It depends on a ton of factors

Unfortunately “Official” body fat percentage tests are all very inaccurate at determining body fat percentage which is the problem

If you are in the average height range and don’t lift I would be able to determine your body fat percentage better with your BMI than any body fat test could. But if you lift or if your height is outside of the normal range BMI becomes inaccurate and visual cues are the best way to tell

Belly and legs are the most parts to determine body fat ??
 
i think 25 BMI is considered overweight even at low bf
If you’re 12% body fat and jacked at 25 bmi you’re not overweight though you’re lean and jacked that’s his point and that’s a shortcoming of the bmi system

No fat distribution depends entirely on the individual, some people store more fat on legs or stomach some store more fat elsewhere it really just depends greatly on genetics. That’s part of the reason caliper tests are so useless
