If you never got surrounded by a group of people wanting to beat you up then you never got bullied. That stuff usually follows social ostracising. It needs to happen to know how it feels

Then it spreads and others join in, possibly from the same school

And finally they beat you up in real life. If you fight back you get punishment too because of "zero tolerance policy". So victims dont fight back to not get punishment. If they complain they still have a good chance to get punished since they were technically involved
