The issue is not necessarily that you are not completely developed facially, but your prefrontal cortex is not yet developed and so you are not yet as considerate of the long-term impacts of your decisions. I've never heard him promote actually getting surgery to people under 18, rather he's just shared that you should be conscious of the fact this is a remedy (not necessarily a solution) for your problems.
Point is you may later regret something you did earlier on. There's never a one size fits all answer.
If you think surgery is right for you, and you have spent extensive time thinking about it, then with the approval of your parents, go for it.
