I know if you’re ugly women will be creeped about it, but what about average?

Depends on who do you want to approach. You have a chance with girls around your looksmatch but htbs/stacylites will just ignore you

I think if you are mid you can definetly cold approach. You will probably not get arrested, well at least if you don't live in sweden or something.

as long as its not stacylites but all depends some ltbs/mtbs have insane ego so good luck
