Confidence is just the amount of positive reinforcement minus the amount of negative reinforcement and cannot be created internally. However for some people a negative reinforcement (like being rejected) weighs MUCH more than a positive reinforcement (like a girl complimenting your looks).
That can be changed internally to some degree
