A 4.5k PC is literally 3090+amd ryzen 9 5950x. This combination alone is 2k.

2080ti founders edition retails at 1k right now(and it's not even worth it jfl a 700$ 3080 mogs it to mars and back)
Your CPU is 300$
32GB of ram at 150$ depending on the brand but let assume it's the best stuff at 200$
A 1 tera SSD of 120$ which is extremely expensive
The motherboard, the case, the PSU, and the cooling system let assume they are high range stuff which lands you at 800-900$. So that settles your PC at a retail price of 2.3k, and that's with the assumption that your PC has the best components other than GPU and CPU.
In the real market, I can get a PC similar to yours at 1.5k or even less if I get used parts jfl. Unless you got a 2k cooling system there's no way your garbage is retailing at 4.5k jfl. Keep coping
