Use anki to learn vocabulary. Just use a popular english deck and do ten new cards per day.

Yes. It's designed to teach retards in 5 years what high iqs could learn in 3 months.
 
use flashcards for vocabulary and learn grammar on the side
once you get to a decent level use input based learning to master it

I took Spanish in hs but mostly forgot so It would be pretty easy to learn again

Yes. It doesn’t teach you how to properly comprehend the language, the sentences are odd and unlikely to come along in real life.

The everyday nuances in speech or text are impossible to teach in such format.
You can listen to the bird pronounce the words a hundred times over and still not recognize them being said in a sentence when listening to native speakers.

Why? Because speech is slurred and complicated. Parts of words are cut off, people don’t overly pronounce words in everyday speech like you’d heard on Duolingo.
There are also different accents to account for.

It's a fun way to increase your vocabulary and to tip your toes into the language but it won't teach you much besides some go-to sentences you’d use when on holiday.

There's better ways to do everything duolingo does.

But really, this is all you need:
It’s not about any software or tool it’s about you and your commitment
Your brain is is literally fucking made to pick up on patterns in languages.

Of course there are ways to do it that are more effective than others, but just get to it, you probably already know 90% of what you should be doing.

No language learning app, software, or program will take you all the way. You gotta incorporate the language into your life. Nobody ever learns a language. They just get used to a language. That being said, duolingo is probably a great place to start.

mass immersion (ajatt) + anki is ideal
