Is female sexuality inherently anti-civilisation?

Civilisation is the product of smart men monopolising pussy by being IQ moggers and sentience mogging other men. On the contrary, female sexuality seems to be inclined to selecting for healthy cavemen (no, cavemen weren't dumb in the ooga booga sense, just not high IQ enough to establish or function within a civilisation) - So with all this in mind, is idiocracy (the movie) inevitable in all societies that don't place restraints on female sexual selection?
