Is front loading cope?

I have recently got chin strap thing that is supposed to give me forward growth and help with recessed chins. Now my chin is not insanely recessed like some chuds that use this I just want more growth. So can anyone tell me if this is cope or not and what methods I should be using to maximize forward growth in the chin.
