It’s not really that white only the upper class suburbs and rural parts are legit white, the majority of urban areas are quite mixed ethnic Latino looking.
But yeah you can go for Colombia/Mexico/Ecuador if you want to run the easy JBW game along with cheap prices, although these ones are more dangerous. Chile is also a great option and very safe too, but more expensive than other South American countries.
