Is he dogmaxed?

So this guy obviously has mogger forward growth but unlike other people with such growth He doesnt really look dog-ish to me.

Because his cranium/upper third is well developed/forward grown which you'll see most commonly in whites. For comparison blacks have strong forward growth but their upper thirds usually aren't as defined giving them both what are usually higher eyebrows and dogmaxxed middle and lower third. You can get dogmaxxed looks in other races but it's most prevalent in blacks and least prevalent in whites.
