Is improving the eye area relatively hard?

Compared to other parts, is the eye area hard or on the easier level

That depends on what are you actually planning to improve.

If your flaws are lashes/brows/eyebags or thigs of that sort then pretty easy.
On the other hand if you have a lot of eyelid exposure/negative tilt/round shape/scleral show then there's not much you can do about it besides surgery. And surgeries that are focused on somehow altering eye area are usually pretty dangerous but are still done well from time to time.
