Yes, but making ramus longer isn't the solution for downgrowth. Even considering that you also fix you gonial angle you probably gonna end up disrupting your facial harmony because of the long face effect. But If your lower third is less dominant of your face thirds and your don't have a long face, then it's a win win situation (sounds like a short face syndrom)
