Nope. It's a hoax, myth. There's no actual evidence about it. And smaller skull can have dense neuron networking that outworks a bigger skull, size is unrelated to intelligence unless the difference is significant (microcephaly for example). Homo Sapiens had more intelligence than Neanderthals despite smaller skull size. Lot of factors come into play, nothing is black and white
