Isreal and Palestine are two different states functionally whether you recognize it or not. Within Isreal specifically all citizens irregardless of treatment(whether it being treated as a second class citizen or social pressures harming you negatively) aren't barred from or separated from the general function of the societies in which they were born from. Therefore going back to the origin question. No, Isreal is not an Apartheid state.
