You may say this is linked to a degree, whilst true, I'm trying to imply, do you fear immediate corruption from above, or slow decline from below? Is bad leadership the cause of decay, or a symptom of a decaying population?
The wrong people in power can cause immediate damage obviously: starting wars, collapsing economies, destroying institutions. But their time is often short. Leaders die. Regimes fall. Power transfers. More a political threat. Whereas the wrong people reproducing is about who shapes the gene pool. It's slower than political shifts, yet seemingly irreversible: once you get these traits inherited en masse, they're hard to eliminate. The biological threat.
