Yeah it's not so bad actually. You can fraud with longer hair even at NW3 and hell, even NW4a; you'd just have to grow your hair longer on top.

I was going off of the image, if you take a look at NW4a (not NW4), only the hairline at the front has gone back quite a lot but there's still hair everywhere else; on the sides and back/crown. That's why I think it's possible. But with NW4, it'd be impossible to fraud because there's a bald spot on the crown.
