No they are darker with more prominent features

I dont know what the average north african looks like but the 4 algerians i know and the 2 egyptians all have light pheno, 4/6 have light brown hair 1 is blonde 1 is black, all have hazel eyes and all have olive skin and slightly larger than average noses. That seems like a pretty good pheno
