Is it over for people with small skulls?

Everyone here knwos what im talking about, sometimes your walking past a person in public and their head is just small. Does it matter? What if someone has good bones, ratios, colouring, proportions and etc but their skull is small?
Ps: this isnt related to me i was just wondering, does skull size affect psl if evrything else is good

It depends on your bodily proportions but bigger skull mogs fs.
