Is it possible to be ugly or at least sub 5 with a good neck?

Is it possible to be ugly or at least sub 5 with a good neck? Seems like the neck affects skull development and posture tremendously. If your not an obese powerlifter, having a strong thick neck might make you no less than sub 5 it appears
