Anyone can get it. It is not based on country, race etc. as long as you have a STEM degree and have an employer that can sponsor you. Work experience and any academic work while not necessary is also a big plus.

That is because India exports the most tech workers which is high skilled work so obviously most H1B visa holders are going to be Indians and Chinese. China less so because of their protectionist policies but it's not just tech. Plenty of H1Bs in healthcare and law also.
