I don't know of anything that's DHT dependent at that age. Facial hair might come in weaker but you can probably just use minox to compensate if you care. People often fear monger height but I don't see it the T & E increase isn't that substantial ~10% and realistically how much will you grow past 18. I believe both finasteride & dutasteride are approved for ages 18 and up.
I really would recommend at least trying It. It costs an insane amount to get back to a NW1 if you don't want a butcher for a surgeon and the meds will still have to be taken. Save yourself the waging.

It depends, facial masculinization can happen until you're like 24. Unless you're fairly aggressively balding I wouldn't take FIN/DUT until then. But if you're fine with your current facial hair, and overall dimorphism, then I don't really see an issue.
